The concept was formulated by David Sklansky where he mentioned that is takes a stronger hand to call a raise than making it in the first place. He stated that there can be a gap between the hands where one can use to raise and the ones where one can use to call.

With this description, it shows that one can go all in with more hands than one can call an opposing all in the final sessions of a tournament. The disadvantage here is that the aggressors will always have the benefit.
